Francine is a proud native of Indianapolis, Indiana.
Ms. Rowley received her Bachelor of Arts Degree in Economics from Howard University in 1991 and her Juris Doctorate from New England School of Law in 2000. Upon being admitted to practice law, Ms. Rowley took a Deputy Prosecutor position with the Marion County Prosecutor’s Office in Indianapolis, Indiana and practiced primarily in the Misdemeanor and lower Felony Courts. Subsequently, she took a Legislative Attorney position with the Indiana Legislative Services Agency where she was responsible for providing non-partisan, accurate research and legal writing to members of the Indiana General Assembly and their staff, including drafting legislation and providing counsel on legal issues and legislation considered by the Indiana General Assembly. She staffed both Senate and House of Representatives legislative committees, and task forces.
After leaving legislative services, in 2020, Ms. Rowley opened Libra Law, LLC. Her practice focused on many aspects of family law (custody, paternity, child support, divorce), probate law, civil litigation, LLC formations, and criminal defense.
In 2021, Ms. Rowley joined forces with Kinnard Scott Rowley & Powers. A small association of attorneys practicing mostly in the areas of Criminal Defense and Family Law.
In 2023, Francine became a founding member of Kinnard, Rowley, Powers, Jimenez Association of Attorneys.
Outside of her practice, Francine gives back to her local community (Northeast Indianapolis) and church (St. John A.M.E.).
